Error when activating "pixie-theme" plugin

If I active one of the “required” plugins* ( pixie-theme plugin ), i get this error.

Fatal error: Call to undefined function proagency_get_option() in /var/www/html/wp-content/plugins/pixtheme-custom/pixtheme-custom.php on line 48

This is on a fresh wordpress install with the plugins the theme tells me to install.

yeah, most of the media files never actually added to the site if i import. All my PHP settings are correct.
